Lighting only mobile decoders and Capacitors

I went out and bought myself a Minitrix ICE3 the other day, the thing was it didn't have lighting, witch I solved in a hurry, I got it wired up for directional lighting with LEDs white forward, red backwards. Right now it isn't DCC'd, But this will cause a small problem. it's powered by the restraunt car, like the Acela trainset, so the 2 driving coaches are just dummies. I was able to get pickup in both driving coaches, but, because of the way it is designed, it's easiest right now to do one truck one rail and the other is the other rail. it isn't too bad, but it does flicker a little, especally though turnouts and some spots on corners.

So here is what I am thinking, I know I am going to do lighting only mobile decoders for the 2 ends, but I am not sure who makes them and were to find them. Also does anyone make them with Capacitors or can accecpt capacitors? I don't need much of a charge, just enought to stop the flickering. The coaches don't have interiors, and the windows are blacked out, so space isn't an issue. so sugestions anyone?

I know TCS and Digitrax make lighting only decoders.

TCS also has what they call "keep alive" allowing power to remain stored for 2-15 seconds when you reach a dead spot.
I WANNA SEE THE BOAT MOVIE!
