DCC Light problem: One Eyed Jack

I picked up an Athearn HO SW1500 and then when cleaning up around the hobby room found an unopened Digitrax DH163D decoder to put in it. After installing the decoder I put it through its' paces and found that when turning on the front lights, I only have lights on the left side of the engine. Turning on the rear lights I have all the lights.

My first thought was maybe it's the decoder, so I took the decoder out and put the dummy plug back in, and hooked the engine to a DC test track. All lights worked.

I installed the decoder again, and checked the light wiring, all wiring is snug.

I reset the decoder CV08 = 08 and set the decoder to 03 and still only had one side front lights.

I programmed the decoder back to the engine number, and again still only have one side (left) front lights.
If anyone has any thoughts or suggestions I'd be obliged. I have the DB150 with a DT400 control.

Was going through some of the decoder manual (like a first grader reading college trig); anyway ran through a couple of programming pages concerning CV49, so on a whim I programmed CV49 to 03, and now when I have the SW1500 going forward and push F1, the other side front lights come on, but the left side, the side that worked originally now has a dim/bright effect.

Not sure that's the correct answer, but at least now the engine has all forward lighting!!
