Yes, that's the conductor.  Eastbound stack train  being held for MARC and he did a quick walk back several cars checking for something.

Bob, I saw those WLE hoppers sitting next to a string of seemingly fresh CSX gons over I-695 in Halethorpe Tuesday afternoon. I like how the WLE has big fancy lettering compared to some of the lifeless and terribly plain cars of today.

Did you notice the low number on those hoppers.  There was also an empty string of them heading west the same day.  I was told they are going to one of the steel plants in Baltimore.  They also have a bunch of second hand cars from various roads including a lot of Denver and Rio Grande.

Bob, I saw WLE 590 and 613 among others, but I couldn't tell if they were loads. They were on the northern most track if that helps.

I'm really not sure but it is not uncommon for the railways to move traction motors this way.
