In Switzerland there is a simple explanation why these brooms exist. In the past, you could open the windows and there was a danger that your head or other parts of your body might come out of the window a little too far. When a construction site comes with low clearance, these brooms help to pull the head or whatever back inside in time.

So, they really are a "horizontal tell-tale".  Interesting.

I was thinking that someone suggested that, but I looked through all four previius pages, and couldn't find the comment.
