Markers with rear DPUs?

Going to work the other day, I overtook and passed an NS coal train, eastbound along the Big Sandy river.  Oddly, the rear unit, running backwards, had no visible marker lights, flags, or a FRED.  It did have the rear-facing (cab) headlight on.

Are red markers no longer required if the train has a locomotive on the rear, and the rear-facing headlight is on?

A headlight on dim on a tail end remote is considered a marker.

The rear of the train must have a "highly visible marker".  That can be a FRED, the headlight of a locomotive, a starlight or a trainman's lantern anything to clearly mark the rear of the train, I've even seen fusees used for short distances.

Thank you!  It looks like the rules have changed since the 1970s (and earlier) out West.  Then the marker(s) had to be red if the train was on the main line.

I wonder if the western roads have also changed?  They used to use a slightly different set of rules than the east, with a different name for the rulebook.
