PR3 can write but not read from TCS WOW501-Steam

So last night I spent a bunch of time trying to get my MTH H3 to program on my JMRI + Digitrax PR3 rig.

After I figured out MTH's ridiculous wiring scheme (thank goodness for screw terminals) I got things working (more or less).

I was able to send CV writes to it (enough to set the number, anyway), but readback of CVs fails. The motor jumps when the interrogation happens, but JMRI is not getting a satisfactory response.

My current theory is that I need to do a more thorough track cleaning because I know that can be issue but I'd love to hear other theories to try too.

The PR3 is powered with a power supply and has successfully interacted with sound decoders before.

FWIW, and mostly an edumaguess, I recall the PR4 superseded the PR3 primarily because of difficulties with sound decoders. You may have fallen into that abyss.

Here's my uninformed suggestion:  Are there caps or a stay alive?  If so, can you disconnect it?
