If the cost is the same, my BLI E8 runs flawlessly and looks as good as it runs.

What are you better at; painting or wiring? If painting frightens you, do the wiring. If wiring frightens you, do the painting .

The BLI shell is a bit more modular as well. It had grill and pilot options. Plus free standing handrails.

The sound is pretty decent volume-wise. I have a BLI E7 from their very first run of N scale locos, and it had twin speakers  and LokSound decoder. Runs great.
You'll need to chop out a chunk of the KATO frame to put in a decent speaker, but you can do the surgery with a hacksaw if need be.

Honestly, I would go with the Kato. The one BLI I've dealt with was at one of the clubs I'm a member of. I didn't like how it was set up and it was quite finicky. The Katos seem much simpler and more reliable to me so I would favor them in this instance. Just my biased opinion.

If this is a case were you already own both, have you considered putting the Kato painted shell on the BLI frame?  May be the quickest way to get a painted loco into service (unless there is something I don't know about doing the shell swap).

installing sound/dcc into a Kato E5/8/9 is pretty darn simple if you have basic soldering skills.

You will need to remove a chunk of the rear weight, but 'all it takes is a dremel and a dream'

I can't comment on the BLI units as I'm unfamiliar with them.

The question implies you want a roadname that was done by Kato but not BLI.  If that is the situation, I'd probably augment the Kato.  Personally I like my BLI PAs though, so if you're good at painting I wouldn't dismiss them.
