I don't know why I didn't do this first, but the artwork even shows the F30h class which as previoisly stated were F38a PRR flats converted to bulkheads.

Ah, nice work.  These cars were originally built in 1934, so they were already getting old, which probably explains why they don't appear in your ORERS.
