This sounds like a joke I heard once but I think 11 inch curved sections of track was replaced by something...

I think it should take 16 pieces.

Depends on who is making the track. The manufacturer makes a circle with 11" radius, then divides it up into however many pieces they want.

If we're talking Atlas code 80 track then it is one package (six sections) per semi circle. It's also available in half sections, so you'd need 24 of those for a whole circle.
