Isn't this similar to the currently available CircuitWriter? It's about $20.
I have a HO modeller friend who uses it to connect a resistor to the metal wheels on every rail car on his layout so his CTC signals can see occupancy. I haven't tried it myself.

That's a cool ad. If this is silver, wouldn't it get very expensive in quantities they show in the video?

It is a japanese company called AgIC. (= Silver integrated circuit)

The pen is called Circuit Marker. I have no idea if and where it is available.

Caveat: "Circuit Marker draws up to 40 meters. This marker is compatible with only AgIC Circuit PET Film and Circuit Paper."
