Josh, I would give the car a light spray of undercoat preferably grey primer. Then a light gloss coat before applying the decals. Then when dry a spray of dull coat to seal the decals then spray your colour.

Just my experience but I never apply a tape directly over any decal, whether on a painted surface or bare plastic. I'll tape around a decal and apply a paper mask directly over the decal if necessary. I've had all brands and types of decals lift if I tape directly over them, even after several rounds of setting solutions and topcoat sealant.

+1 on what Bob has said. Applying a tape mask over decals is asking for trouble.  Tape around or paper masks but never use tape directly over decals.

they...say we can't make this stuff up... but what else could we make?
