Be vewwy vewwy quiet... Issues with a sound decoder

That produces no sound. 
Product:  Digitrax SDN136PS.  This is their latest.
Installed in:  Old Con-Cor Kato 4-6-4  (Santa Fe Blue Goose, if you must know)

Program read back, no problem.  Programmed road number, no problem.  Operates in forward and reverse, with directional lighting.  Spot on.

No noise. 

This decoder comes with the capacitor and speaker pre-wired.  According to the paperwork, it's supposed to start making steam sounds by default as soon as track power is applied, with or without the address called up.

Call up the address, push the dinger button (F1) and nuttin'.  No huffing, no puffing, no blow your house down.

Tried the factory reset.  No dice.  Any thoughts?

Stupid Digitrax.  It gives you a range of 1-15, and says in print that 00 is the loudest.  It turns out that 15 is the loudest, and that Digitrax once again proves that it has the worst communication department in the industry.

does the entire decoder+speaker+capacitor fit in the tender?  I'm considering the same conversion.
Did you wire in an 8-pin socket, or did you cut the socket off of the decoder and hardwire?

I learned about their horrible instructions in trying to figure out the DS64. Their on line help is no better.
