I was impressed at how responsive JMRI was over WiFi. Heck, maybe I'll have to pick up a bunch of cheap Android phones for all the operators.

Do you think this would work on cheap Android tablets as well, and avoid the cellphone fees?

Yes it would work on all Android platforms from 1.0 to 2.3 so far.
