I used to move artwork for museums, and even though we had GOS tracking and a panic button with a direct link to the FBI we used all white trucks with very minimal markings so as not to draw attention. I would think the military would want to do similarly and paint their rail cars with a brown paper bag appearance. I know the WP had a few bases/depots on its line, at least in Nevada, and the cars I have seen pictured being delivered were always nondescript. The MT cars, with their khaki green and 'United States Army' on the side, might as well have a target painted on it. This too screams foobie.
