Is it based on a 36" gauge loco?
No, it is a real life 30 inch gauge locomotive. Almost a dead ringer for Consuelo Railroad 2-8-0 built by Baldwin for export to the Dominican Republic (in the 1941 Locomotive Cyclopedia). FCM also had a 30 inch gauger very much resembling it.

I recently picked up a copy of the Cyc on eBay - the original from 1941, not the Kalmbach copy. I was born in '41, so I thought I'd sorta like to have it. There's a section on export locomotives. As to the FCM 2-8-0, it was at the Edaville in South Carver, MA. The Edaville wanted to take 6 inches off the gauge, but found it couldn't.

Both of these burned oil, BTW. EDIT: the FCM is to the left in this photo at Edaville:

I don't know about DRGW, but Uintah Railway almost bought an 36" guage outside frame Baldwin 2-8-0 from Guatemala, I believe, when they aqcuired their initial engine roster. (reference is one of my colorado / utah narrow guage books - don't remember which) 
They opted for a Shay, but I recall the Consolidation looking very similar to the Bachmann model. 
I know it's a stretch.  Even worse when they only interchanged with DRG/W.... never even ran on DRG rails.

Most smaller D&RGW 2-8-0's were inside frame. The big loco's (2-8-2's) got outside frames.

The SR&RL did have some 2-6-0's with outside frames that have the same "look", but they are Eastern  :P

Several of the SR&RL 2-6-0's were later rebuilt into 2-6-2's and one of the WW&F's engines was purchased new as a 2-6-2 if I recall correctly, all being outside frames. I have seen a project somewhere on the internet of someone converting a 2-8-0 from Bachmann to a 2-6-2 but don't recall where. I hope that Bachmann might consider a 2-6-2 form teh factory.
