Reading a PRR signal diagram

How should I read a signal diagram? Here are a couple of examples of PRR diagrams. “BRILL” is in the electrified zone at Philadelphia. The other diagram shows a portion of Chicago Union Station. I can ascertain no more than that it appears that there are symbols for upper and lower quadrants and that they resemble semaphore arms. I have not been able to find keys to decode the symbols.
