There was a brass stencil from S & S Hobby Products Part # 643-12Microscale makes a decal set. N Scale - Misc. Road & Pedestrian Markings -- Stock# 60-1425. You could apply it directly to thin styrene .020 and cut a stencil. The decal is out of stock at Microscale but I am sure you can find it at a hobby shop or online
As a public works guy, I think it's a good time for a reminder that road graphics are stretched out quite a bit... so you perceive them appropriately from a driver's perspective. Most folks painting road markings in N scale don't stretch enough. (Attachment Link)
If you know someone with a cricut or silhouette vinyl cutter, you can either make stencils with non permanent vinyl or mylar. Another option is to cut the markings and use them as peel and stick. With a little weathering they look quite good.
