I fill out the cart and it takes payment info but keeps giving a, "Cannot process your order at this time.":
I've tried several times this evening (Thursday, Jan. 18) without success.

There was problem earlier with the checkout, but it's fixed now.

Unfortunately yes, plus $10 for taxes and fees, so $180/night.  Pricey as its 4 nights total.  But...it's a bucket list experience.

 One thing great about staying at the NSE convention hotel is the "room sales"
"Room sales" are when a lot of vendors set their wares for sale in their rooms the days before the swap meet room is open.
This is where you get the best bargains and I've only seen it NSE conventions.

Not just vendors but convention goers too have room sales.  You miss a ton of stuff if you stay at a non-convention hotel.  They got you by the you-know-what.

I checked the rates for the nights of the convention.  Cheapest is $244/night.  Might be a bucket list for other reasons but not for the NSE convention for reason mentioned above and other reasons.

Likewise, as I once found out, when I could only attend the public show on Saturday.
All I saw for sale were tables full of "rare" Micro-Trains cars with rarified price tags.

Don't know what show you are talking about.  I've been at the last 7 NSE conventions and at my table, have close to 500 Kadee/MT's from $5 to $25 each.

This would have been about 20 years ago.
From what I could tell, late on Saturday afternoon, most of the sellers were going to be taking much of their merchandise back home.
Out of curiosity, about how many of those 500 cars did you sell during the show?
