Not sure, but it might be jointed rail. There is a hole to the left of the gap and screws on the ground (suggesting broken joint bars). Or maybe they secured the weld break with a pair of joint bars as a temporary fix.
Some Welded Rail still has the Joint Bar holes drilled into the outer ends of the long sticks.. (I assume so you can bar it together until you come back and weld those joints.)
If it was jointed rail, you'd have a broken joint plate with bolts holding it on..
And Yes Kudos to the Public for calling it in!!..
We occasionally get those call and when they are legit, I think we send them a gift card.
