Well, they’re not finished, so don’t pass judgment too critically yet.  If you look close, there’s a curved white stripe or masking for such under that numberboard.  So, hopefully they’ll class it up.

Yeah looks like an unfinished KCS 'Southern Belle' to me.  Not sure what the point is.

Looking into it a little, KCS 4600 has high mounted number boards, so it's not 4600. Maybe a KCS 4500-4574 series?

Looks like a KCS loco mid paint to me.. is the image even dated?.. Kinda thinking the paint shops would be taking a brake on locomotives for a bit.

If I were to guess on a paint scheme..

Take the KCS Belle Scheme - Change the KCS Red to CP Red.
Replace the wide yellow stripe with Red
Have a thin Yellow stripe on the color change across the body leading to a yellow curve triangle on the nose.
OR
Keep the Yellow Stripe and Nose triangle and put CPKC or Canadian Pacific Kansas City in the yellow stripe.

Black on the bottom half down to the frame - remove the red pin stripes..
Beaver with Canadian Pacific / Kansas City on the nose.

I guess very similar to BNSF H1 but without pin striping.
