CN single dome 8-10 K tank car info

looking for a resident expert on such matters.  We have some questions about the 990870 and her brothers and sisters.

Gozer the Traveler. He will come in one of the pre-chosen forms. During the rectification of the Vuldrini, the traveler came as a large and moving Torg! Then, during the third reconciliation of the last of the McKetrick supplicants, they chose a new form for him: that of a giant Slor!

I don't think so.

This is a different series but it is the opposite side of the car as the tanks in the other photos.

English on one side and French was a feature of the post-1961 modern CN "noodle" paint schemes. It was never used before that.

The block lettering schemes illustrated here pre-date that.
