Funny, I had the same thing happen to me, but after the product I ordered was delivered to me.  In my case the transaction went smoothly but when I went to leave a feedback, the item has been pulled off eBay and the seller is no longer registered.  IIRC, my seller was in Malaysia,

Yeah I'm thinking this may have been a scam. The price bounced to $39.99 just before the listing was removed.

Yes, Pete.  Also had a recent non fulfilled order on Amazon.  The price was good and I think too good for the seller to actually make a profit and he just refused to ship although did print a shipping label and said they would follow up with their shipping department. 
I think they don’t have a shipping department and this was a severe case of “drop shipper-itis”
Both Ebay and Amazon stepped up and refunded me.

In  my case it was small quantity of small thin stainless steel washers.  Price of those was IMO actually fairly high. Not sure why the seller was kicked off eBay.  I can't see that transaction anymore, but IIRC, the seller had pretty good feedback rating.  Anyway, eBay is getting weirder and weirder.

@Joetrain59 In your purchase history there is a pull down next to the order (I did not get this item)
Follow the instructions and eventually ebay will do an investigation and refund your money.

Here's my dirt cheap paint booth.
Foamcore, Liquid Nails with small nails to pin while the glue set, a recycled bathroom exhaust fan, a common sized filter and a dryer vent hose that feeds into a sealed 5 Gal. bucket with two round filters inside.
Oh, and it's glued to a cheap dollar store plastic tub to get the height needed to clear the fan's exhaust.
I did inlay a 4" x 12" piece of plexiglass I had on hand into the top to get light in.

I've sprayed many solvents and thinners through it with no ignition from sparks.

My problems with "outdoors" are wind, pollen, and scheduling around rain, snow, freezing temperatures and gnats.

So, I am looking for an indoor approach, too.  I don't think that there is much issue with ignition of fumes when spraying tiny areas with an air brush - but spraying large areas with a rattle can looks like more risk than I care to take with a fan that sparks as much as my old bathroom vent fan.  At least look at the running fan in the dark for a while before deciding it's OK.

My preferred approach is to vent to the outside when using solvents, so I don't have to breath them.  My new shop has no windows, so I can smell anything I put in the air for a loooong time.  I am working on a solution that puts a hole in the wall with an insulated plug that I can unscrew from the outside when I need to vent to the outside.  The inside will have an adaptor that I can attach the spray booth hose to when I want to use that hole in the wall.  But, other times, routing the hose to a bucket with an additional filter seems like a good idea.

Same on the other side. 
There is a flange of foam-core on the bottom and top as well.  The Drywall screws go through the fan's mounting holes in the flange that is sandwiched beneath the foam-core flange.
You can see where I installed a switch in the chord.
