Because some people who want something may put in what they consider an obviously excessive price and expect to get it for far less, they are vulnerable to schemes like that.
As I see it, shill bidding or not, people need to be realistic, and just bid the highest amount they are willing to spend. Anything else is irresponsible. I snipe with the highest amount I'm willing to spend on the item.
