But isn't the smoke from a vape pen mostly water vapor?  Which brings back to VonRyan's comment about moisture.

I really don't think any sort of smoke would scale inside a 1" cube.

Nice find on that figure - perfect for that setting!  I like your spotlights through a rotating ceiling fan idea. Nice visual effect and no oily mess.
As for a smoky feeling, how about a hazy brown film of nicotine on the windows? 

Agree on the film option.
The very definition of smoke or fog is particles suspended in the air. No matter what "smoke" you use, enough particles will build up on all the surfaces of that room; people walls, window, fans, etc. And sooner or later you'll have to deal with that residue after it builds up. The only way I can think of avoiding that is make a plastic "glass" sandwich of the window, with an inlet and outlet for whatever "smoke" you plan to use. If you make the sandwich removable it would then be easy to remove it and degunk it when the residue got too thick.
Of course if you plan the smoke only on rare special occasions over the years then residue buildup on the room interior is no problem.

One of our club modules is based on the D&RGW Chili Line to Santa Fe from Antonito somewhere in the high New Mexican desert.  The town is quite Mexican in flavor and we've been discussing putting in a sound unit to play Mariachi music from the cantina.  If I ever finish my 1899-era Scotch Creek module, I've been wanting to put a sound module in the saloon playing honky-tonk piano.  I also considered a brothel with a sound unit, but that might not play well to the kids.

I was unhappy with the cymbals, so I re-did them. Still NGineering lamp shades, except now they're squashed flat and mounted on fine phosphor-bronze wire. (Now instead of looking like mushrooms, they look like sombreros...) And the bass has strings! Really just knife marks.
