You can also use Loctite green, which is designed to wick into a joint by capillary action after the joint is assembled. For problems like what you describe, I prefer to use it because you don't need the strength of King Kong on this, and you can set the wheel just where you want it, and THEN put a drop of Loctite on the end of the axle where it sits in the hole. The green stuff will just suck right into the joint. Especially for metal-on-metal, it will hold. I use the Bob Smith Industries brand called IC-Loc Greenhttps://www.bsi-inc.com/hobby/ic_loc_green.htmlBut "LocTite" sells it under their own name too.
