My brother in law got ticketed by his HOA in Peachtree City, Georgia, because I parked a 1979 Datsun 210 in front of his house while we visited.   At that time (about 1983) I was a New York State resident, where the only car inspection rules were that if you had to have replacement 2x4 wood bumpers, they had to be at least good #2 pine (joking, but the reference is that THERE WERE NO RULES, other than functional brakes).

He got ticketed because the parked car had visible rust holes in the body.    Wow, and that's why I've never even thought of living under one.

Would it be possible to suspend it from the garage ceiling on pulleys, so it could be lowered for running?  I don't know its configuration.

Suspending it is a great idea but you could also hinge it to a wall in a simple purpose made cupboard so it stays clean and folds up like a Murphy Bed.  I did the same a long while ago with an 96 x42 layout.  Getting to the back of it was a pain but that wouldn’t be a problem on a 14” wide layout.
Could even hinge it on the short end so it folds out like one of those built-in ironing boards of the 60’s.  If you made a real nice cupboard for it you could even sneak it into a spare room and decorate it so the wife doesn’t know it’s there.😀

Sorry to hear this. I loved the name of the railroad and layout. Maybe think about modeling in small modules? Not endorsing any particular one, but there are several that range from small to really small that you could keep in a closet or under a bed.

I had a similar problem in the past...found it was just easier to get rid of the wife... It's sad when the spouse is unwilling to support their significant others interests or hobbies...

I'm sure that this will only be a momentary setback and you will be back building soon.
