Is the empty lot (location 7 on your plan) available for "development" with an extra dose of urban blight?
As for the tower stairs, I can see steel ones being left as they would cost a lot to remove and the risk of injury from them collapsing from neglect is minimal. For wooden stairs, tho, without maintenance they degrade very quickly. So if your RR didn't just knock them off with a backhoe to prevent lawsuits, they should be in miserable shape: stairs missing, rotted away side sills with gaps in places, and noticeable sag. Just a suggestion.

Yep. But the 9950 is legit. One of my favorite RS3ms. But almost impossible to make a working model of.Personally, I love the mix of decrepit surroundings and cleaned up Conrail power.
Would it be that hard? Obviously only one of the trucks could be powered, but it should be doable. You'd probably need to cut one of the flywheels off the Atlas motor as well.
Conrail in the 90s?I got you homie!Locomotive wise, your BEST bet would be an SW1001. Sadly, those do not exist in N scale. In their absence, I'd say the SW1500 is your go-to. The GP15-1 would be your next option. A few SW1200s were still around but they were getting scarce. Of course the GP38-2 was ubiquitous, but might be too big for what you're doing.As far as paint schemes go, The Conrail Quality scheme was current in the 90s. There were a few years of an interim "white stripe" scheme that used the regular can opener scheme with a white frame stripe and white number boards in the early 90s. Of course, before that was the regular can opener scheme.
