STILL cleaning out the in-laws' house and came accross this:

It is plastic with two holes on one end in the silver gray strip. It is not a bag, but it is two ply.
Placemat perhaps??

Clint, I'm thinking it may have been a seat protector for the top section where your head might rest. Possibly to keep the seat cleaner where your head would be. It's  what came to mind for me.

If that is what it is, then it is an antimacassar.

 If you are wondering "what is a macassar?" 

Macassar oil is a compounded oil used primarily by men in Victorian and Edwardian times as a hair conditioner to groom and style the hair.

It certainly appears to be an antimacassar given the size and especially the holes for the hooks behind the headrest. Interesting... this is the first one I've seen made from plastic, they're normally some sort of mildly absorbent woven paper with a moisture-proofed backing.
