I saw this beast today in Portland, OR, by the west entrance to the tunnel at Goose Hollow.  The picture is taken from the light rail train I was riding.  There are no other rail lines nearby, so it's almost certainly used for some kind of light rail maintenance.   Looking closely at the back, it seems to have an exhaust stack coming out the roof under a metal plate, and the rear louvers could be for a radiator.    Lots of dials, etc. on the rear.  I'm wondering if it is some kind of mobile electrical generator.

Any idea what it is?   

I couldn't get a picture of the front - just left, right and rear.

Like Peteski said, the logo would be a big help.  If nothing else, we could Google the company.

I did think of looking up the logo, but the pictures just weren't high enough resolution or clear enough.  If only I had one of those magic police-TV-show "enhancer" software packages ....

I'd call it a literal example of "Deus ex machina" - a convenient device to move the plot along.  "Oh look, we can read the bad guy's license plate after all!"
