Given that the proto is a "modernized" heavyweight (Kato is a budd "lightweight"), I'd be thinking the MTL business car as a starter - but creating "flush" windows would be a challenge.

I think flush windows would require fine sanding down of the window openings but not much else.  Its N scale after all, and I strongly adhere to the 3 foot rule.
