I saw last night Athearn announced doing the SD60E in HO Genesis series.  4 road numbers for Norfolk Southern in 1st release including the 9-1-1 First Responders Unit.

The blue paint scheme has already been done:

He might have meant N&W "proper" (ie N&W bought) GP9s #s 500-521. Only 500-505 were phase 2, the rest were phase 3. The fuel tanks and other details would be wrong though.

They went through 5 paint schemes.
