They obviously haven't seen that WWII-era video showing how hard it is to derail a train with missing rail sections.   ;)

NEW YORK (WABC) -- An Eyewitness News exclusive investigation found that trains carrying dangerous chemicals are passing over a busted rail just miles from Manhattan, and an expect thinks it could result in a disaster.

An expect. Dammit, journalists. This is why people have stopped trusting you. Get it together.

Is it actually Conrail that owns the track this time?

Ch. 7 mentions Conrail as track owner.
Yes, I saw thay WW2 video with different lengths of rail missing.
Spelling by journalists is horrible today. No proof reading any more?
Track is going to be fixed this week, says Conrail. ;)

It is now fixed,  http://abc7ny.com/news/exclusive-railroad-fixes-26-inch-rail-gap-hours-after-report/1742317/

26" gap and 36" wheels, restricted speeds looks safe to me.Watching the video shows that at no time the wheel is trying to go through the gap. What would be of interest to me is how that gap got there.

At that speed, cut a piece of tie to fit.  Hardwood makes an acceptable temporary rail at low speeds.
