Who's railroad is ESPN? I know the railroad was originally Quaboag Transfer in Palmer Mass on this GP9M just not sure what the ESPN is. 
Whats really interesting is I think it's back on it's original territory when it was a PRR loco/CRR loco 7189

So I wonder when it had its frame tweaked? Looks to me like it has a slight uphill curve in it.

I've noticed a number of the GE cowls seem to be sagging in the middle, compared to when they were new, yet they are still running and the SD60Fs have been set aside.

I agree, the GE cowls have seemingly always had a sag to them.  It is very prominent with the sill stripe on BC Rail and CN units.

Reminds me of when I saw the East Penn RR (ESPN) U23B #2206 in Avondale, Pennsylvania on the eve of its sale/shipment to Mexico back in February of this year.  I hate to see those U-boats go.
