It had bay windows that look like they could be made from a Model Power model, and former ATSF cars, as offered by IMRC.

Funny you mention it. I was going to have to ask the same thing.  I just ordered decals to paint 3 of their locomotives.   And not that I've found in a days searching the net.  And I've not found any decals to model the bay windows in the orange scheme.   But seeing how my interest in the TP&W is focused around train AST-2, a Santa Fe to Penn Central train via the TP&W, I may or may not actually need a TP&W caboose.  The videos I have only show the head end of this train with PC and TP&W power and no shots of the caboose.  It's off to inter-library loan time for a couple of TP&W books.

Anyone know the history of the lower numbered cars, e.g. 501-505?

They look similar to the NE caboose offered by Life-Like and Bachmann, but with offset bay windows instead of a cupola.

The Model Power model also looks like a good starting point for TPW 523:

I would be looking for the 1950's to mid 1960's era.  I suppose they could have borrowed a Santa Fe caboose in dire need of one.  I model ATSF but not the Pennsy.  Well I do have the BL from Kato but no fright.

It is all riveted steel...and it appears to be a 25'er. The MP model is 30'. I think you would need to remove the bays...save..... reduce to 25' and reattach the bays. An Evergreen plastic block add to the roof of the bays and sanded round would look pretty good I think.
