Ding ding ding  We have a winner!

I shorted the terminals on the pot and no change in output.  Ah ha!
Wire "A" was open where it went into the board and not getting back to negative. The strain relief fibers were captured in the solder so the wire didn't pull out but the conductor was broken. Resoldered and all's good.
