Judging by the looks of the track, this looks to be European location. Maybe that is an electric switch machine with a hand-throw thrown in for good measure.

The way the baseplate is fastened to the tie using screws is common in Europe. In U.S. the baseplate/rail is usually fastened using spikes. That is why I mentioned Europe. But maybe U.S. railroads also adopted more modern rail fastening methods.
