Can't tell you about the packaging as I didn't pull the trigger on any of these. I will when brown paper bag versions start coming though. All the same, most licensing agreements will assert that all marketing (such as the PDFs), including packaging, that mentions OP or any trademarked or copyrighted term, symbol, likeness, etc. should have a copyright or trademark symbol to indicate this association and the owner of the rights.
Judging by the PDF that announced the film trucks, I'd say they're not licensed or don't need to be. Some would definitely be expired at this point, if ever licensed. The Transformers one would be the most obvious and Pat doesn't make any claims of likeness (actually advertises it as a model of a Transformers image). But note on the UPS announcement, there is an indication of UPS licensing. I am pretty sure Pat's above board and wouldn't worry too much about it.
