BLI has a PRR Pullman listed for the HO CZ,likely there was some sort of NYC car also. the 100 cars in P-S lot 8160 all had the Same Features: 8' Superior Doors,this may be the 6 Panel listing ? GN 15 cars, only GN 40' PS-1s Spikre
To add to the confusion, everyone seems to agree that the GN had only the one series of 15 PS-1s. So, here is a builder's photo of the GN PS-1s, at the Pullman-Standard plant, in 1954. Note that they are NOT in the 39400 series, are NOT orange and green, and don't have any special instructions on them. Thompson's book says they were renumbered in 1960, so that's probably when they were repainted and assigned to the pool. NO mystery. GN AFE84765 is captioned "Purchase 15 50-ton capacity box cars". 39400-39414 series had loaders applied in 1959 and 1960 and were formerly cars 21950-21964. The cars in the picture you linked to were modified into the car series Atlas has released models from.
Used in paper service according to Thompson. The GN had this little obsession with wood and paper products/resources for some reason, I don't know why... I imagine Flint MI might have had a newspaper or printer? Those were located across the country, no?
I don't doubt that these cars could have gone into paper service, but as-built, I think there's more to the story.
This old Atlas thread suggests that they received Glacier Green paint in '59-60' before the Loader Scheme.
