Not to sound cheeky, but doesn't that mean that the manufacturers are catering to the modeling who are into late steam-diesel transition era?  Isn't that the larges segment in N scale?

Even back then African Amerricans made up a big part of the railroad workforce - to say nothing of society in general. I paint my own in 7 or 8 shade using Mertan unpainted figures.

I realize that.  My comment referred to what Daniel mentioned: "no black people in sweaters or suits. No black cops or firemen. No black engineers or doctors. It's like looking at a 1950's TV show."

Like the figure manufacturers are emulating the TV stereotypes of the 50s.
