I have one of these--it has issues. Pickup is flaky, when it does run it has two speeds, fast and stop, and has pizza cutter flanges. A pretty expensive novelty item, IMO.
Unfortunately, any small light-weight 4-wheel loco will have pickup problems. Even of the pickups and wheels were gold plated.
Found this , shows some guts .http://www.rmweb.co.uk/community/index.php?/blog/79/entry-12323-tsugawa-tu-tmc100but-not-how-the-manufacturer-intended/
The gears are like that so you can swap out the wheelsets and change the wheelbase.
Still, in that example, the outside gears serve no function except for generating friction. If the wheelbase was shortened, those gears should have been removed.
THE guy in the post said he put them back in to keep track of them.....
Unnecessary drag is evil (even if it is a single car). It is a drag! So says the drag police!
