Pretty stupid to move containers on flats instead of well cars, I agree.  Come on, upgrade your intermodal infastructure!

short answer is: Loading Gauge.

Long answer is this idiotic half measure of putting private operators on under capitalised state owned track or even worse, selling the state owned track to trucking companies masquerading as a railway operator with more interest in reducing their competition than in rail operation.

Let's not forget height restrictions, the fact that we're not a land bridge (there's no cross-country international traffic like the USA) and we don't have the domestic consumption like the USA does.
