That velcro is a fascinating idea.
I see what you did there.
I'd worry over time the force of the throw would move the Tortise on the velcro and cause it to shift out of alignment.
I think he's saying it's temporary to help get the Tortoise in exactly the right position before screwing down permanently.
I used velcro on the tortoise's first, once in position, I put in the screws.
