I have no idea what my scanner resolution is since I had nothing to do with the purchasing process like I had asked to be...
Would a way around that be to have it done in a much larger size and then reduce it?
If folks are game for some stuff, I'll see what my brother's demands are.

Most flatbed scanners in the last 20 years are capable of at least 600 dpi. The problem is that the scanner software often does not easily allow for selecting the specific resolution. Instead they describe it in layman's terms (like "fine" or "very fine"). The scan should also be saved as a non-lossy format (TIF, PNG, or GIF). Again, some scanner software makes it difficult to choose the format (instead they scan for "applications", "email", or "printing").
But you right, if the artwork fills a letter-size paper sheet then scanning that sheet at lower resolution will be ok. The 600 dpi figure was for N-scale sized artwork. My Alps works at 600dpi so 1:1 size 600dpi scans are optimal for what is needed.
