On the way to Myrtle Beach this past Sunday, I stopped off in Chadbourn, NC, to get a photo of this guy. It was facing into the sun so I apologize for the shadows and lesser quality, but you'll get the idea:

Original C & O SW9, ex-Baltimore Annapolis Railroad, now languishing on the Carolina Southern. For those that don't know, they aren't operating and haven't for over a year due to deteriorating bridges on their ROW. They need a huge influx of cash to get their MOW up to par. They have rolling stock trapped on their line that can't be interchanged due to the embargo.

One of CP's new GP20C Eco rebuilds. Like a mutant GP60... for some reason reminds me of a Cougar (V hull military truck).

Funny how the CP name is offset.  Seems unbalanced to me.  The DB definitely looks like a GP60.

Russ or Ed could tell you the whole story on that scheme.  I read about it a few months back but don't remember the whole story.

Mostly looks like they just shook-up a box of old EMD parts and dumped it out. Long short hood recalls the SD40-2 snoots. Looks wacky on a GP frame.

"GP20C"? All these semi-contrived model names have pretty much tossed the concept of the old "Diesel Spotter's Guide". It's just not possible to tell the players these days without a roster in front of you. Maybe there's an app for that?

Pretty soon, the warning stickers will be the main element of decoration, LOL.

It's one of their C32-8, one of the Boston Line units after the horde of C40-8W's and SD80MAC's displaced them (and the C30-7A's). They (the ten C32's) were repainted into this attractive scheme for ballast service and carried lettering for Ballast Express. It would appear there was a requirement for stealth... that or it was the antidote to CSX's orange MoW units.

... Ballast Express. ...

OK, that explains the sublettering. Some wiseguy peeled-off the 'A' and it says "Ball St Express". I thought that the paint was awfully bland for commute power.

This appears to be the inspiration for these, and the C in GP20C must stand for Cougar, which is what I'll be referring to them as  :D

Good eye. Here's the roster shot... better view of the lettering.
