Definitely American.  CMO is one of the UP's reporting marks, and a Russian car would be stencilled in Cyrillic lettering, in Russian, not with AAR-standard LD LMT and LT WT markings.

Wonder who has to fix the new pothole created at the beginning when the treads spun?

That is actually a common way to unload gondolas.  I've seen videos of wheeled end loaders/excavators climbing up without using ramps, just the bucket.  Lift the end next to the car by putting the bucket on the end of the car, pull the tractor close enough to get the first axle on the car, then use the excavator arm to lift and push the other end.  I've never seen a tracked excavator do it, but it's basically the same trick, except that they have to turn the cab and boom.

Some tractors now come with guides to keep the wheels on top of the car sides, so the driver doesn't have to steer as carefully.

I've seen a small (Bobcat sized) tracked one with a knuckle boom unloading ties for track repair.
The excavator was on a string of gondolas, and dumping ties off the side as it was going along.
As long as the cars were full, he had no problem moving to the next car.
Later, I saw the empties parked on a siding, and there was a manufactured steel ramp at the last car---for getting the excavator down I presume.
