I believe the clearance is to allow the bottom doors to open fully.

Interesting that it only has a 21 ft inside length. Big porches on the ends. Basically part ore car, part bridge.

I'm curious what the piping around the top and bottom are, heating elements?

I would think that the lower piping is the train line and the upper pipes are for the dumping mechanism.
