I'll second the Richmond Controls wipers.
Intermountain metal wheels have only one wheel insulated from the axle.

Rich & MMyers:

I see the Richmond Control wipers listed, but no photograph.  Do you know if they are wheel wipers or axle wipers?

Also, I am still unclear if I can use something like this with the Fox Valley Wheels, which have one wheel insulated from the axle and other wheel. 

if these work reliably, then I can move on to the control portion of the lighting.  I see Richmond also has a caboose lighting module but I do not understand if it works with DCC or not.

Tim,
 They are axle wipers. By your description of the Fox Valley wheels, they will work.
The wpers come with a couple of 00-90 brass screws to use as bolster pins. They are long enough to go through the bolster and into the car. You will need a couple of 00-90 nuts and flat washers to finish the job. Solder a wire to a flat washer and trap it between two nuts inside the car to complete the track pick up circuit.

Litchfield Station has a photo on their site. They are etched stainless. Trim to fit. The middle part on each side gets discarded so they look like an H with 4 fingers wiping the axles.
