Under the AAR and STB rules, the reporting mark "CR" belongs to Norfolk Southern and only Norfolk Southern, so those cabooses must be the property of Norfolk Southern. If it belonged to Conrail or a predecessor road and it does not have CSXT or NYC reporting marks, the STB and the AAR say it is NS's. The so-called "SAA", or better "CSAO", technically does not exist as a railroad, all the trackage subject to that agreement is considered to be trackage of NS and trackage of CSXT, equally.
Of course, cabooses are not generally interchanged, so I guess that they can put whatever they darn well please on them. There are still cars with plain bearings, even archbar trucks, in m.o.w. service on some roads.
