Is the rigging on the bottom of my flatcar prototypical for a car with just hand brakes?

The ICC required air brakes on interchange equipment by 1890, so hand braked equipment would not be for interchange. If it's a log flat, it could have no brakes, brakes on one truck, or brakes on both. One truck was the most likely, for holding, not stopping.
