You're right, I bet the CR billing department in Philly called PECO down in Eddystone and said "Hey guys, we want to try something new out, but you won't have to pay for delivery of dozens of trainloads of coal because we won't consider them "revenue" trains."...
Since it cost money to outfit the coalporters and 60Ms with the EABS equipment, you better believe they considered them revenue trains to help offset the costs of the equipment and testing...
